Is my plant behind schedule?

I planted a blue diesel automatic and its now goin on three and a half weeks and its only five inches tall. Is this ok?
Especially because its grown outside?

if it is only 3.5 weeks from seed, they I would not worry too much about it, it looks like it is doing fine.
