The second looks better. I don't think the foam will be very reflective at all.

Flat white paint, or white plastic would work as well.

Ive been in optical 35+ years. You're first choice would adsorb UV light, not reflect it to your plants.

Also try a cheap emergency blacket (usually like a dollar at Walmart). Very reflective and normally comes in an 84"x54" folded sheet. So far it is working great for me.

Try mylar from Amazon, 4 ft by 25ft is cheap at 17 bucks. Other sizes and widths are available and is your best bang for the buck IMHO.
