Stunted Growth?

start using the lift method to tell when to water again... if you can lift her up and feel ANY water weight down at the bottom, at all... then wait another day... you have got to let those lower roots get oxygen every wet/dry cycle, or they simply shut down... the plant thinks it is in a flood, and it is protecting itself, sort of hibernating until all the water dries up.

What soil did you use? You want to use rinsed/buffered coco or a light soil mix such as 'light warrior' or happy frog. Many soils are too 'hot' with nutrients and will stunt your seedling. Coco is my personal fav.

Me thinks happy frog is way to hot for seedlings.
 
You could have went the other way. Water just a little and work your way up to runoff.

I'll start letting her dry off before watering again
