It does resemble a Nitrogen deficiency, especially when it appears on the lower leaves first.

How are they looking now?

I did a thread on this a while back. I think it takes 55 days or so under 18/6 lighting from seed.

If the soil isin't well amended to begin with then you will likely need to fertilize every two ish weeks after the first set of 5 fingered leaves appear.

But after looking up your foxfarm ocean forest blend earth I realize there should be more than enough nutrition in there.... And it's ph balance. Soooo have you checked your tap ph?
