Well pretty much but you may lower the chance of successful rooting of clone if cloning enviroment is not suitable !
u'll get more success without gel in my experience. i never use it now and i produce hundreds of clones per month and its a rare occasion that i lose one. what is ur method of cloning?
I get roots like this in less than 2 weeks using only tap water. works every time.

Cut the clone and cut the end a little, stick it in soil and keep 24/0 light on it. whats your way?
aerocloning. 18/6. tap water. i must say ive never placed a cutting straight in soil. Ive used rockwool, jiffy pellets, riot plugs. None compare to aerocloning.
