Does just using the veg light on my led lower its PAR

So with my 450W LED light came with a PAR chart which I have added a picture of below... this LED light also has a VEG and BLOOM switch ...

now if I just run the veg light is the PAR still going to be the same value ... or do they usually give you the PAR values for the lights with both switches (VEG and BLOOM) turned on ?

I'm pretty sure the best PAR for seedlings seems to be about 250 to 400 PAR.

Any advice would be appreciated.

Im kinda assuming they mean with veg and bloom light on together, and that the PAR will be different with just the veg light on ... atm im using a lux meter (phone app) and converting lux to PPFD trying to sit my seedlings at around 20/25,000 lux which is around 400 PPFD i believe.

Someone told me at about 15 days in to just turn both lights on and run it like that till the end ... not sure if that's right or not :)
