Buds Buddy gave good advise. With your budget a smaller grow would probably be better. I mean for a 8x8 space you could use your whole budget on the lighting alone.
The TS 3000's are $390 ea. I'd do 4 TSW 2000's at $250 ea. for an 8' x 8'. I know ea. are good for 4' x 4' veg & 3' x 3' flower; but usually the outer foot or so is used for equipment & not for growing anyway.

I believe I should also downsize after this wonderful advice! Thank you to everyone for your help!
I use one TS 3000 in my 5x5 tent with six plants vegged for two months. I keep plants at three feet max growth in vegging then flower. It leaves me with fourty two inches of height to play with for the finial stretch and which allows me to run my light between 24-28 inches above the colas. It does not have a problem handling the 5x5 space it would do better on a 4x4 for sure.
