That looks like a scale insect (sap sucker)

Definite pest, remove now!
I had the same issue, I grow fully organic.
Try neem oil as a repellent, works well.

Yep, that's a typical Scale. I didn't know they attacked Cannabis though. Neem or a good insecticidal soap should help. If it does, you'll need to resort to something stronger.
