How to keep a clone small

First I want to start off by saying that I am new to this. I've been reading a lot of posts and when I get back home im going to start a closet grow. I have two questions:

1st : when is the best time to take a clipping to make a clone and 2nd : is there a way to keep that clone small until ready to veg and flower.
 
1. You can take clones pretty much whenever a lateral is long enough to root, most people start cloning after the plant reaches the fifth or sixth node.

2. Using a smaller lumen light like one 24watt cfl or so. The point is to give the plant just enough light to photosynthesize and not to get incredible growth.
 
If ya use low watt cfl's make sure you put them almost right on the plants to reduce stretching.
