Lights: How do you know if your plant is getting the proper amount of lux?

The best option is a quantum PAR meter from Apogee Instruments (Dr. Bruce Bugbee's company). If on a shoestring budget and you have an android phone, there are a couple apps, PPFD Meter by Home Studio Inc and Tent Buddy by Pixel Platforms that may be useful but not all phones have the full suite of sensors needed. There is supposedly an app called Photone that is supposed to be available on both Apple and Android but I can't find it on the Google Play Store.
Only problem with the phone apps is calibration is a big question mark without a pro meter to compare with so you can set a correction factor.

How do you know if your plant is getting the proper amount of lux while in full Veg?

the plants will tell you. a lot has to do with other conditions, temp, rh etc. it isn't just straight ppfd / par / lumens.
