Unidentifiable leaf problem

I work in a commercial cultivation facility and one of our strains is doing something I’ve never seen before. The leaves have an odd white/gray stippling pattern that looks similar to spider mite damage but there are no webs and nothing is visible to the naked eye or under a scope. The leaves have what appear to be blisters that are visible under a scope. I’ve attached pics of a leaf to the eye and a view through the scope. Any input would be great.

Look into Hemp russet mite.Good luck if it is.
 
What do the bottom sides of the leaf look like?
 
It definitely looks like insect activity but in a room of 750 plants, only 90 are having this issue. I find it hard to believe this wouldn’t spread if it were bugs.
 
Could be one of the many plant viruses out there. Some plants are more disease resistant.
Are you growing multiple strains or only one?
