A lot is strain depending, but i usually watch the plant once i flip to 12/12 - once the most of her stretch is over and there is obvious signs of budding, it's time to start counting the flowering days down.

This plant in particular is Northern lights x big bud. Breeder says ~9 weeks flowering. She nearly always comes in bang on 9 weeks + the 7-10 days of stretch.

So really the extra 10 days are just really vigorous vegetative growth.
