Cannot control humidity

Hang drying in a garage 20'x20' with cement floor, ply board walls, baseboard heater, i can control the temperature and airflow, darkness.. but i have no way to raise or lower humidity if needed , usual RH here is 70-98% year round

If you can't do it then you'll need a dehumidifier. If your drying at 70%+ you'll have problems. I can't see another way, just buy one.

Hang tarps set up a tent make it smaller if it's cold enough put a small heater in there it will dry it out but the flip side you don't want it to hot
I have dryed with high humidity and killed the flavor and took twice as long

Colder air will have a higher relative humidity than warm air when the water content of the air is equal.

In other words, if it's 70-80% humidity in there, but you're temperatures are down below 60F, then you can probably decrease relative humidity just by increasing room temperature to 70-75.

If your humidity is that high year round it doesn't seem like you're in a very temperate environment so you'll probably just need to buy a dehumidifier.
