For sure getting a grow tent and better light will make everything better and will make everything go a lot smother. Also don't forget get
Ventilation it is a critical factor to keep everything in check. Also get a hygrometer you can pic one of those up at home depot or Wal-Mart or a hydro store that will tell you humidity and temperature. Its a need for growing anything

Update : Both plants have had some growth, they are showing yellow/brown on tips of leaves,I'm positioning lights 1' away from plants instead of 4" and I just transplanted them to 6" containers and saw they were rootbound, i hope they recover well.

Led is cheaper than cfls ??? My light bill was way higher than normal using cfls??

Depends on what bulb you buy every led bulb is different, for example there are bulbs that produce 60w of light and 500 lumens using 6w , obviously there are better bulbs out there but you should read the lighting facts that should come behind the package for the bulbs potential

Example.

I use 5000k Philips LED bulbs using 15 watts at 1100 lumens. They blow away the 23 watt CFL in brightness and CRI. Plus the results I get from them prove they produce better PAR.

This is the 23w 5000k CFL

Here's the 15w 5000k LED

less COBs than the Philips.

Here's the Philips COBs. Notice there's more than twice as many.
