Legal Definitions regarding mature and immature plants

In New York, you can have three immature and three mature plants growing at a time.

I don't see any legal definition of what is mature and immature. Does mature mean blooming?

I'd hate to do anything illegal....

This is only a guess, my thought's on the subject is that immature is before the plant show's which sex it is, where as a mature indicates its a male or female.

Every place has it's own rules and change them faster than they can make them. I go by whatever the State dept website that handles it. If they don't spell it out there then kinda hard to stay in the rules but also enforce it Here in Oregon two sets of rules one for Med and one for Rec, just to keep things non uniform
