Legal Definitions regarding mature and immature plants

In New York, you can have three immature and three mature plants growing at a time.

I don't see any legal definition of what is mature and immature. Does mature mean blooming?

I'd hate to do anything illegal.... ;)
 
This is only a guess, my thought's on the subject is that immature is before the plant show's which sex it is, where as a mature indicates its a male or female.
 
Every place has it's own rules and change them faster than they can make them. I go by whatever the State dept website that handles it. If they don't spell it out there then kinda hard to stay in the rules but also enforce it ;) :rofl: Here in Oregon two sets of rules one for Med and one for Rec, just to keep things non uniform ;)
