The longest ever growing weed plant, help please?

Hi everyone,
I started growing last year it was a failure lol..
I had no idea about ph etc..
So in November 2018 I found a seed in a container with no name, I presume it was a free seed, either gg4, south African sativa, or Durban poison..

So i grew this plant from November till January under 18-6 light as i presumed it was an auto..
It just keep vegging..

So I changed the lights to 12-12 from January and it started to flower on Feb 14th..

It's been growing ever so slowly since, I think I may have totally stressed it..

So it's the middle of may now.
Lots of flowers, but not buds?

Can you amazing people help me out here?

Will it make buds?

Its thriving in my garden now as the Irish weather has picked up..

Would I be better off putting it back in my tent for 12-12??

Just looks to me like it’s revegged at some point and just needs more time.

Hey @Netty05here - looks like your plant is not sure what it wants to do.
Have you put it outside? If so - how much sun is it receiving daily?
