Had this plant sense may and I've did everything it seems healthy enough but won't grow

More wattage, better and more soil, Flat white reflectors (better spectrum)...
Add fish... it can never hurt.
Also... you organic or chemical?
...and what strain is that?
 
At least raise your plant more. Have you checked the roots. My quick advice for your setup would be to re-pot into fresh soil and put plant nearly against the light. Might need a heater. If you want to keep it cheap and small go for 2' t5 flurescent lights. you want around 2700k (warm) for budding and around 6400k(cool) for veg. You can mod cheap wal-mart single bulb t5 fixtures to fit 2' t5 grow bulbs. I haven't actually flowered under these, but I have the lights and am amazed at the brightness. You can make your own reflectors from car sunshades and posterboard. Good luck, try not to get discouraged.
