Some help or wisdom please

I have a indoor grow room my lighting is four T5 fluorescents in one unit. I also have two fans
in place one inhale is a four inch, and the exhale is six inch with a vent open at the bottom of the
room. I have started germination two different ways the paper towel method and straight in to the
soil but I still end up with the same result all the time long stringy stems that just climb towards
the light. I have the soil moist not waterlogged I use to grow in the woods when I was young
I would just clear the ground and walk away and visit every few days trying to grow now is a whole
different story. any suggestions would be helpful
 
Keep your T-5s just above the plants, like 1" - 2" max. If you keep the lights close, seedlings grow fast until they are about 2" tall. Then they get more busy growing their roots and leaves and slow down reaching for the light.
