Anybody know why my seedlings are falling over?

temps about 23.- 29 humidity 40 to 50 , sorry my lights are 20/4 i got mixed up in a regular i was doing , yes 20 on 4 off is better by far

thanks im going to go and mess around now i have them currenty in a sealed room im thinking of making a box for them wrapping the inside with white and making 2 holes one for in one for out and putting it near my window to have a fresh intake aht do you think?

ive got full size tent jst no small ones for seedlings
