You could try, with shipping taking so long it would have to hold water for a week or more.
I've seen em shipped in a rooting plug, with a sandwich baggie around the plug. Then the entire clone is put inside a soda bottle, split open & taped back shut.
A day or 2 in transit was no problem for a rooted clone.

I,ve received tomatoes in rooting plugs and sandwich bag. More than 3-4 days could be an issue though.

Yes, shipping is running as much as a week late.
I think UPS is running pretty tight to schedule. However, overnight or even 2-day can get pricey for a one-off shipment. 
Might be worth it to some folks though.

Way easier sending unrooted cuttings, I’m guessing a much better success rate
That kinda makes sense. No roots sucking up water, and it’s at the point it gets it from humidity. Not overly complex to keep it humid for a few days.

Nope and no need for light. They will be somewhat wilted but drop them in a cup of water for a few hours and they’ll look like you just cut them.
