What am I doing wrong?

Hi, I'm currently growing indoors under flourescant grow bulbs.
When my plants reached 15-16 inches tall, and were 8 weeks old,
I put them into the 12 hours of light budding stage.
It's been almost a week, and all I see is the leaves on the bottom
of the stems dying & falling off, the tops of the plants look fine.
But I see no sign of any budding.
Is it too early to worry.
I'm growing white widow with feminized seeds & they are in 2-3 gallon containers.
What should I be looking for to show me they are budding as I
see absolutely no difference in the plants except for the bottom leaves falling off.
Thank you in advance for any tips or info

The strain is feminized white widow. But I just read another post here where they say it could be 2 weeks b4 I see anything happening. I let em grow 8 weeks, before the flowering stage.
Guess I'll wait it out, lol. Nothin but time.
My first grow was started outdoors in florida, when they got big enough to be noticed I brought them inside, but they had all kinds of bugs from the garden & they died.
My second grow was going well, all indoors. But I decided to take them outside in the florida sun on my driveway, not the garden, for several hours to get sunlight in areas the lamp doesn't reach. After 4 hours in the 90+ degree sun, most of the leaves were burned up.
This is my third try.
Seems you learn a little more each time.
Or should I say with each failure.

If it was easy everyone would do it..this is my last grow Blackberry Kush 170 grams grown with 300 watts of cfl.used 5 gal smart pot..and I have e a grow going now outside..got a couple different strains

I wouldn't expect pistils until a solid two weeks, or even a little more. Be patient. You're not doing anything wrong. It just takes time. Heck, I've got girls that have been vegging for 22 weeks and I'm just starting to see their sex.
