I am being totally serious-whatever it is attached itself to the bud-its driving me crazy-thought a weird fungus - mushroom family maybe. mold of some kind. just cant find anything remotely close to decipher what it is-

I think someone is playing a joke on them. I think they are serious and not aware that the knitted strings wrapped around the stalk are not biological. They could be genuinely concerned. Cut it off!
