They will get bigger but the buds have basically set. So what's there will swell. The biggest thing you could do would be to get a light. A 600watt HPS would do wonders.

yup, an HPS light would do way better than those CFL's. Hard to tell from those pics but it looks like the lights could be closer to the plant if it is only cfl's you are using. The brown tips could be Nute burn or K deficiency. Plant looks good though.

I have another 300 watt cfl that would not be to much light

A CFL is measured in "equivalents" in comparison to old incandescent light bulbs. The 300 watt is probably a 30-35 watt in real life and puts out a few thousand lumens whereas a 600 watt HPS puts out 90,000 lumens. A good LED light is also an option but they are more expensive.

As long as you can control temperatures, you cannot have too much light, IMO.
CFLs work best when very close, like 1" to 2" away, maximum. I can't tell for sure from your pictures, but yours look too far away. Also most of the light from a CFL comes from their side - not the end of the bulb.
Your plant looks good.
Dead leaves down low is to be expected during bloom, especially with the small amount of light available.
