They will time it so the Dems can’t take credit for making it happen.
Trump campaigned more on a "states rights" platform for cannabis but his appointees haven't really shown that desire. Wouldn't be the first or last time that a politician has said one thing and done another.

Our now PM ran several things on his platform, one being legalizing recreational use marijuana. I'm not so sure he would have gotten in otherwise, or at the least it would have been a lot closer of a vote. I'd be curious to see how many votes a Presidential Elect would get he they ran that as part of their platform.
